At Castro Valley Unified, our team believes that student wellness is the responsibility of every person on staff — not just counselors or specialists, but every teacher, administrator, and support professional. We serve the whole child: academic growth, extracurricular pursuits, emotional intelligence and resilience, and physical well-being are all part of what we show up for each day.
Our staff uses culturally responsive, research-based practices and commits to ongoing, collaborative conversations within our Professional Learning Communities. We recruit and retain excellent, inspired staff that reflects the diversity of our students — because we know that representation matters, and that students thrive when they see themselves in the people who teach them.
A Workforce That Reflects Our Community
CVUSD is intentionally building a staff that reflects the rich diversity of the students and families we serve — and our hiring data shows meaningful, consistent progress.
Representation matters. When students see educators who share their backgrounds and lived experiences, they feel a deeper sense of belonging — and research consistently shows this translates into stronger outcomes. CVUSD has made diversifying our workforce a strategic priority, and the composition of our annual hiring classes reflects that commitment in action.
The percentage of white new hires has declined from 48.65% in 2021–22 to 32.88% in 2023–24, while representation across Hispanic, Asian, Black, and multiracial backgrounds has grown. Our 2023–24 hiring class was one of the most diverse in district history.

Building Our Own Pipeline: The Teacher Residency Program
CVUSD is investing in the next generation of educators through a homegrown teacher development model in partnership with CSU East Bay.
Growing Teachers from Within Our Community
CVUSD's Teacher Residency Program pairs aspiring educators with experienced mentor teachers for a full school year — creating a meaningful, supported pathway into the classroom. Residents spend the entire year in one school, building deep roots in our community and entering their first year as teacher of record fully prepared. In 2023–24, seven of our new certificated hires attended school in Castro Valley Unified as children themselves.

The residency model goes beyond traditional student teaching: residents receive a stipend of $33,750, remain in a single classroom for the full year, and are supported by a trained mentor teacher who also receives a $4,000 stipend. This structure produces educators who are better prepared, more deeply connected to our community, and more likely to stay — exactly the kind of long-term investment our students deserve.
