2026 Open Enrollment Information

Enrollment for the 2026 Benefits year will begin on October 20, 2025 and end on October 31, 2025.

2026 Open Enrollment Documents

Open Enrollment Participation
Employees must participate in Open Enrollment if any of the following apply:

  • You are changing your medical insurance plan
  • You are adding or removing dependents without a qualifying life event
  • You are currently enrolled in CVUSD medical insruance, but plan to waiver coverage for 2026
  • You have a Flexible Spending Account (FSA) or a Dependent Care Account
    Please note: FSA accounts do not roll over. All accounts will end on 12/31/2025

Will my current benefits coverage continue if I don’t complete Open Enrollment for 2026?
CVUSD benefits admistrator will do a passive enrollment for all employees except those currently enrolled in the Sutter Health Insurance PlanEmployees in UHC and Kaiser do not need to make any changes unless they choose toSutter Health members must select a new plan for 2026.

Dental and Vision plans have no change in benefits and rates. Employees who do not make any changes to their benefits during Open Enrollment will be automatically enrolled or carried over into their current plans. No action is required unless you wish to make changes.

  • National Benefit Services (NBS)

    Castro Valley Unified School District 403(b)/457(b) Plans are pleased to announce the 403(b)/457(b)-retirement plans as an added benefit to our employees. The plan will be administered by a Third-Party Administrator called National Benefit Services. The 403(b)/457(b)-retirement plans act very similar to a 401(k) plan and provides several benefits including:
     

    • Contributions to the plan are tax deductible meaning that you do not pay taxes on contributions made to the plan. This also reduces income tax expenses and may very well reduce your tax bracket. Taxes will be paid on the funds when taken from the account at retirement.
    • Roth contributions can be made, but taxes are paid at the time of contribution. Account balances grow over time, and taxes are not paid on the contributions nor on the interest earned on the account once it is taken out. 
    • Loans or Hardship/Unforeseeable Emergency withdrawals can be taken from the account if certain circumstances are met. This will slow the path to retirement but can provide financial relief in a time of need.


    403(b) and 457(b) Limits for 2025
     

    • Under 50 Contribution Limit: $23,500
    • 50 Catch-Up: $7,500 (no change) for a total of $31,000
    • Ages 60-63 Special Catch-Up: $11,250 (NEW for 2025!)

    We are excited to offer this valuable benefit to our employees and encourage everyone to participate. Please note, for employees with current 403(b) and/or 457(b) accounts and contributions, no change is necessary. Contributions will continue to flow normally. In order to establish a new 403(b) and/or 457(b) and begin contributions, please follow the steps below:
     

    1. Determine which company you would like to invest your contributions with. A list of Approved Vendors can be found by accessing the NBS website: NBS
    2. Contact the Approved Vendor of your choosing directly, to obtain and submit all necessary paperwork to open your account. Participants need to set-up their accounts with the vendor before submitting the SRA form.
    3. Once your account is established with the Approved Vendor, complete a Salary Reduction Agreement (see NBS website link above) and submit it to National Benefit Services. *Please note that SRAs need to be submitted to NBS by the monthly SRA Processing Date reflected on the NBS website, in order to be processed and updated timely.

    Plan Details: NBS SRA Processing Date - 6th of each month
    Deduction Months:

    • Certificated Employees: January – November (December warrant is paid in January; therefore, deductions from December will be recorded in the subsequent tax year).
    • Classified Employees: January – December
