NOTICE OF INTENT TO ADOPT RECIRCULATED INITIAL STUDY/MITIGATED NEGATIVE DECLARATION FOR THE CANYON MIDDLE SCHOOL ATHLETIC FIELDS PROJECT AT 19600 CULL CANYON ROAD
 
Overview
Castro Valley Unified School District (CVUSD or District) is proposing to renovate the existing recreational fields at Canyon Middle School, located at 19600 Cull Canyon Road in Castro Valley, California. The Canyon Middle School Athletic Fields Project (Project) scope of work includes replacing the school’s currently unmarked, natural turf upper playing field into a synthetic turf athletic field, marked for soccer and baseball fields.  The Project also includes the installation of two new scoreboards, bleachers and a batting cage and, the addition of pole-mounted lighting and extending use as late as 10:00 p.m., as well as other peripheral features.  ADA and other accessibility upgrades would be made to student and staff restrooms, student showers and drinking fountains.

Findings
The Recirculated IS/MND discloses the environmental impacts that would result from the proposed Project and describes mitigation measures that would reduce all new impacts to a less than significant level.  The Recirculated IS/MND identifies less-than-significant effects in the following categories: Aesthetics, Energy, Greenhouse Gas Emissions, Hydrology and Water Quality, Hazards and Hazardous Materials, Land Use and Planning, Population and Housing, Public Services, Recreation, Wildfire, Transportation, and Utilities and Service Systems. The Recirculated IS/MND identifies significant-but-mitigable effects in the following categories: Biological Resources, Cultural Resources, Air Quality, Noise, Geology and Soils, and Tribal Cultural Resources. No significant and unavoidable impacts are identified.  All impacts of the Project would remain less than significant impacts or reduced to less than significant with the implementation of mitigation measures.

The Project site is not on a list compiled pursuant to Government Code section 65962.5. The Project is not considered a project of statewide, regional, or area wide significance.

Public Comment on the Environmental Review Document
CEQA Guidelines Sections 15105 and 15073 require that each Lead Agency provide a public review period of at least twenty (20) days.  The public review period for this project will extend from Friday, May 24, 2024 to Thursday, June 13, 2024.  Your comments on the Recirculated IS/MND are welcome.  Please send any written comments with your name and/or the name of your agency contact person (if applicable), to the following address or email address by 5:00 p.m. on Thursday, June 13, 2024:

Elementary Social Studies Adoption Materials Preview

PLEASE TAKE NOTICE that immediately following a public hearing on the matter, a proposed resolution(s) will be considered by the Governing Board of Castro Valley Unified School District at its regular meeting on March 13, 2024, at 6:00 p.m., which if adopted by the Board will implement development fees established by the District against residential construction and reconstruction at $ 5.17 per square foot and against new commercial or industrial construction at $ 0.84 a square foot.
 
The proposed fees are authorized by Education Code Section 17620 and Government Code Section 65995. Data pertaining to the cost of school facilities is available for inspection during regular business hours at the District’s administrative offices and on the district website at https://www.cv.k12.ca.us/publicnotices/
 
The fee, if approved by the Governing Board, will become effective on May 13, 2024, 2024, which is 60 days after the proposed adoption of the resolution levying such fee by the Governing Board.
 
The Castro Valley Unified School District has made available to the public data indicating the amount or estimated amount required to provide the service for which the fee would be levied, and the revenue sources anticipated to provide the service, including general fund revenues. Regarding Accounting of Development Fees for 2022-2023 Fiscal Year In The Following Fund Or Account: Capital Facilities Fund 25

 

Senate Bill 1693 became effective on January 1, 1997, amended Sections 66001 and 66006 of the Government Code, and added Section 66008 to the Government Code.  These changes to existing law require that a school district make the following specific information available to the public within 180 days of the end of the fiscal year:

  1. A brief description of the type of fee in the separate fund.
  2. The amount of the fee.
  3. The beginning and ending balance in the fund.
  4. The amount of fees collected and the interest earned in the fund.
  5. An identification of each public improvement on which fees were expended and the amount of the expenditures on each improvement funded with fees.
  6. An identification of an approximate date by which the construction of the public improvement will commence if the local agency determines that sufficient funds have been collected to complete financing on an incomplete public improvement.
  7. A description of each interfund transfer or loan made from the account or fund, including the public improvement on which the transferred or loaned fees will be expended; and in the case of an interfund loan, the date on which the loan will be repaid and the rate of interest that the account or fund will receive on the loan.
  8. The amount of refunds made pursuant to subdivision (e) of section 66001 and any allocations pursuant to subdivision (f) of section 66001.

NOTICE IS HEREBY GIVEN that, in accordance with Education Code section 5019(c)(2), the Alameda County Committee on School District Organization will hold a public hearing on the Castro Valley Unified School District’s (“District”) petition to establish trustee area elections for future Governing Board elections in compliance with the California Voting Rights Act.

 

On June 28, 2023, after five public hearings, at a noticed meeting the District’s Board adopted Resolution # 68-22/23, for approval with Scenario 3 as the District's adopted Trustee Area Map with Trustee Areas 1, 2 & 5 scheduled for elections in November 2024 and Trustee Areas 3 & 4 scheduled for election in November 2026.  Information regarding the District’s election transition process remains available on the District’s website at http://www.cv.k12.ca.us/by-trustee-elections-cvra/.

Variable Term Waiver for 2022/2023 for Carly Becerra – English and Art Single Subject for Grade 9th-12th, American Literature, Yearbook and Art, at Redwood High School and CVVA

 

Notice is hereby given that the Board of Education of the Castro Valley Unified School District, at a board meeting to be held on December 14, 2022, at 6:00 p.m., will hold a public hearing on the approval of the Variable Term Waiver for 2022/2023 for Carly Becerra – English and Art Single Subject for Grade 9th-12th, American Literature, Yearbook and Art, at Redwood High School and CVVA. Carly Becerra has completed the Preliminary Multiple Subject Credential Program with CalStateTEACH and is finishing the California Teaching Performance Assessment (CalTPA). Her employment with Castro Valley Unified School District will be on the basis of a credential waiver.

Regarding Accounting of Development Fees for 2021-2022 Fiscal Year In The Following Fund Or Account: Capital Facilities Fund 25

 

Senate Bill 1693 became effective on January 1, 1997, amended Sections 66001 and 66006 of the Government Code, and added Section 66008 to the Government Code.  These changes to existing law require that a school district make the following specific information available to the public within 180 days of the end of the fiscal year:

  1. A brief description of the type of fee in the separate fund.
  2. The amount of the fee.
  3. The beginning and ending balance in the fund.
  4. The amount of fees collected and the interest earned in the fund.
  5. An identification of each public improvement on which fees were expended and the amount of the expenditures on each improvement funded with fees.
  6. An identification of an approximate date by which the construction of the public improvement will commence if the local agency determines that sufficient funds have been collected to complete financing on an incomplete public improvement.
  7. A description of each interfund transfer or loan made from the account or fund, including the public improvement on which the transferred or loaned fees will be expended; and in the case of an interfund loan, the date on which the loan will be repaid and the rate of interest that the account or fund will receive on the loan.
  8. The amount of refunds made pursuant to subdivision (e) of section 66001 and any allocations pursuant to subdivision (f) of section 66001.
