Castro Valley Unified School District is a Merit System district. The merit system in California school districts is a method of personnel management that is meant to provide a sound personnel management system insuring efficiency, economy, fairness and impartiality in the selection, retention and promotion of classified employees. A personnel commission is a body independent of the school board that oversees the selection and retention of classified employees based on principles of a merit.
